About the Role
Leicestershire County Council is seeking an experienced Third Party Spend Programme Implementation Lead to support a major transformation programme.
This is a critical interim role focused on delivering cost efficiencies and strategic improvements across third-party spend. You will lead a structured programme of work, identifying opportunities to reduce expenditure while maintaining service quality.
Key Responsibilities
- Lead the implementation of a third-party spend reduction programme
- Develop and deliver a rolling review of spend categories
- Analyse spend data to identify and realise cost-saving opportunities
- Engage with internal stakeholders and external suppliers to negotiate commercial outcomes
- Provide expert advice on resources, structure, and delivery approach
- Support the wider transformation programme objectives
About You
We are looking for a confident and commercially astute professional who can operate at a senior level.
You will have:
- Experience in a Head of / Director-level transformation or programme role
- Proven track record managing large-scale change or cost optimisation programmes
- Strong understanding of public sector procurement
- Excellent commercial awareness and negotiation skills
- Ability to interpret complex data and translate it into actionable insight
- Outstanding stakeholder engagement and communication skills
Working Arrangements
- Hybrid working model
- Typically 2 days per week on-site, with flexibility for the right candidate
Additional Information
- Initial 6-month contract, with potential extension subject to programme success
- Role is part of a funded transformation initiative
- Inside IR35 (PAYE engagement)
