We're looking for a Programme Manager for a public sector organisation, based remotely, on an initial 7-month contract, paying up to £700 per day (Inside IR35, Umbrella).
There may be occasional travel required to Bristol, London, or Birmingham for meetings.
The successful Programme Manager will lead delivery across multiple workstreams within a large-scale, multi-year digital and business transformation programme. You'll translate programme vision into structured delivery plans, drive adoption of new ways of working, and ensure transformation remains business-led rather than purely technology-driven. You'll work closely with senior stakeholders including the Programme SRO and Delivery Director, operating across governance, risk, planning, and benefits realisation.
You will need proven experience working with the following:
– Leading complex transformation programmes spanning digital, data, and business change
– Structured programme governance, assurance, and reporting
– Risk, issue, and dependency management across multiple workstreams
– Senior stakeholder engagement and influencing across complex organisations
– Financial management, including budget oversight and resource allocation
– Agile, waterfall, or hybrid delivery approaches
– Business case development and benefits realisation
You'll also need practical exposure to delivery environments including areas such as:
– Operating in lean, matrix team structures
– Managing programme plans, budgets, and delivery against time, cost, and quality expectations
– Driving organisational change and new ways of working at scale
Public sector or government experience would be beneficial, as would familiarity with Government Project Delivery standards and exposure to commercial transformation programmes.
MSP or APMQ qualification is highly desirable.
