We are seeking a Development Manager Team Leader to lead a team of Principal, Senior, and Planning Officers. This role involves supporting the Planning Development Manager and the wider Planning Service Management Team. The successful candidate will deliver national, corporate, and directorate objectives through specialist planning advice. Responsibilities include handling a limited caseload of key strategic/major planning applications, providing pre-application advice on major strategic developments, appraising emerging planning policy documents, and implementing changes to existing and new planning processes.

Day-to-day of the role:

  • Supervise and manage a sub-team of Development Management Officers, ensuring professional advice and guidance is provided to stakeholders such as SYMCA, Members, Parish Council, public members, and external bodies.
  • Determine planning applications, including key strategic applications, in accordance with the Council’s adopted Delegation Scheme to support the Council’s strategic economic and environmental priorities.
  • In collaboration with the Planning Development Manager, authorise appropriate enforcement action related to breaches of planning control and support processes to ensure development conforms with relevant planning legislation.
  • Ensure Planning Committee reports meet all corporate reporting standards and play a key role in the overall running of the Planning Committee process.
  • Supervise the handling of appeals through Written Representations, Informal Hearings, and Public Inquiry, ensuring key Council priorities are defended.

Required Skills & Qualifications:

  • Planning qualification to degree level (or equivalent) and full membership of the RTPI (or evidence of working towards full membership).
  • Local Authority experience in Policy Planning, including the production of policy documents for Local Plans.
  • Experience dealing with major planning applications, preparing and presenting evidence at appeals, and Local Plan or other plan-making examinations.
  • Extensive experience in handling a full range of planning applications and applying planning legislation and other relevant legislation, policies, and guidance, including complex and contentious developments.
