Energy Support Officer

We are looking for an Energy Support Officer to provide energy advice to a range of households to help them heat their homes in an affordable and efficient way to use less energy with the aim to minimise energy bills. 

Provide advice and guidance to households within Reading Borough Council’s Housing Stock to minimise the impact of damp and mould issues.

Main Duties

  • Undertake assessments of the energy efficiency of homes to identify the need for energy conservation measures and work and to refer on residents when works are outside of the scope of the project.
  • Give advice and have a working knowledge of energy efficiency issues and practical improvements in the home.
  • When required, negotiate with energy suppliers on behalf of residents who require support. 
  • Carry out visits and revisits, preparing correspondence, including letters to residents to provide effective and efficient implementation of fuel poverty projects in the Borough. 
  • Keep accurate and timely case records and performance information on the relevant IT systems which are of an exceptional quality and meet the requirements of the Housing and Communities Energy Support Framework, including GDPR requirements. 
  • In collaboration with the Communications Team actively promote the service and develop, update and organise the distribution of marketing and promotional materials, including press releases, advertising posters and leaflets
  • Contribute to the production of articles for various Council publications to residents to ensure information about the service is highlighted. 
  • Ensure the administrative functions of the service are delivered in accordance with the Energy Support Framework. 
  • Ensure customer enquiries are responded to and resolved within the timescales set out in the Energy Support Framework. 
  • Maintain a courteous, efficient and professional manner when carrying out appointments and assessments with residents.
  • Have a clear understanding and working knowledge of (or show a willingness to train and learn) benefit legislation, eligibility for initiatives, health and safety legislation and practice. 
  • As and when required, undertake assessments of mould and damp issues within RBC owned properties and provide practical advice to tenants to minimise impact of damp and mould and refer to relevant teams within the Housing and Communities Service to ensure any complex, repair issues are dealt with.  
  • Play an active role in helping to organise, support and attend community-based events, representing the Community Partnerships service by publicising services available, acting as a point of advice and referral/signpost to other services.
  • Raise and receipt purchase orders as and when required. 
  • Attend and participate in Team and Service meetings, corporate briefings, 1-1 meetings, annual review meetings and training and development sessions as required and where appropriate. 

Specific Working Requirements

  • Must hold a valid driving license and have daily access to a vehicle (a mileage allowance is currently attached to this post).
  • To adhere to the Council’s lone worker policy and procedures.
  • Able to attend meetings outside of normal working hours and provide cover for colleagues during times of service need.
