About the Role
We are seeking an experienced and strategic Head of Transformation to lead the delivery of the Council’s ambitious Better Leicestershire Transformation Programme. This is a pivotal leadership role responsible for driving large-scale organisational change, ensuring programme milestones are delivered, and realising measurable benefits for communities across Leicestershire.
You will lead the Transformation Unit, ensuring it is fully equipped with the capability, capacity, and tools required to successfully deliver change across the organisation.
Key Responsibilities
Strategic Leadership
- Lead the delivery of the Better Leicestershire Transformation Programme across the Council
- Drive innovation, organisational change, and transformation at a corporate level
- Provide expert strategic advice to senior stakeholders, including Members and senior leadership teams
Programme & Change Management
- Establish and oversee corporate change management methodologies, tools, and standards
- Monitor delivery against programme milestones, KPIs, and benefits realisation targets
- Identify and manage programme and project risks, ensuring appropriate mitigation plans are in place
Service & Performance Management
- Ensure services are delivered effectively, efficiently, and in line with statutory and policy requirements
- Lead strategic and operational performance management aligned to service plans and budgets
- Implement recommendations from organisational reviews to strengthen transformation capability
Stakeholder & Partnership Engagement
- Build and maintain strong partnerships across internal departments and external organisations
- Lead communication and engagement strategies for transformation initiatives
- Work closely with the Organisational Portfolio Office to manage resources, governance, and reporting
About You
To succeed in this role, you will bring:
- Proven experience leading large-scale transformation programmes within a complex organisation (public sector desirable)
- Strong leadership and people management skills, with the ability to influence at senior levels
- Expertise in change management methodologies and programme delivery frameworks
- Excellent stakeholder engagement and communication skills
- Experience managing budgets, performance, and operational delivery
- A track record of delivering measurable outcomes and driving organisational improvement
