The Greater London Authority (GLA) is seeking a skilled Monitoring and Evaluation Lead to support the delivery of a high-profile Strategic Licensing pilot. This pivotal role will ensure robust evidence is gathered to assess the implementation, effectiveness and impact of new licensing powers, supporting informed decision-making and future policy development. The successful candidate will act as the organisation’s expert on monitoring and evaluation, providing strategic oversight and driving best practice across complex, cross-organisational programmes.
Day-to-day of the role:
- Lead the monitoring and evaluation of the Strategic Licensing pilot
- Develop and implement evaluation frameworks, KPIs and theories of change
- Manage externally commissioned evaluation and analysis projects
- Ensure evaluation activity aligns with best practice and recognised guidance
- Review quantitative and qualitative data to assess policy impact and outcomes
- Quality-assure interim and final evaluation reports
- Provide clear, evidence-based advice to senior stakeholders
- Work closely with policy teams, analysts and external partners
- Present findings and insights to internal and external audiences
- Identify risks, gaps and opportunities for improvement
- Ensure evaluation considers impacts on London’s diverse communities
- Support continuous improvement of evaluation approaches and processes
- Maintain accurate and compliant records in line with governance requirements
- Use insight and analysis to inform strategic decision-making
Required Skills & Qualifications:
- Strong background in monitoring and evaluation
- Proven experience using quantitative and qualitative research methods
- Ability to develop theories of change and performance frameworks
- Experience managing complex projects and external suppliers
- Excellent analytical skills with the ability to interpret complex information
- Confident communicator able to influence and advise senior stakeholders
- Experience working within the public sector or a highly regulated environment
- Degree or equivalent experience in social sciences, economics, public policy or a related field
