Portfolio Management Lead (CECO PMO) – Investment Bank
Location: London (Hybrid)
Contract: 6 Month Contract (via Umbrella)

Overview
We are partnering with a leading global investment bank to source an experienced Portfolio Management Lead to head up the CECO PMO function on an initial 6-month contract. This is a high-impact role responsible for driving portfolio governance, financial oversight, reporting excellence, and supporting strategic planning across a complex technology and change landscape.
You will play a key role in aligning portfolio delivery with business strategy, enhancing decision-making, and supporting Agile at Scale initiatives across the organisation.
Key Responsibilities
Portfolio Management & Strategy
- Design and support execution of the annual CECO "Book of Work" planning process
- Support portfolio governance through Quarterly Business Reviews (QBRs)
- Provide centralised portfolio oversight to enable effective prioritisation, investment decisions, and delivery alignment
- Support enterprise-wide Agile at Scale transformation
PMO Leadership
- Lead and develop the CECO PMO function, managing a small team
- Provide mentorship, structure, and best practice guidance
- Drive continuous improvement in PMO processes, tools, and governance
Governance
- Centralise and manage governance frameworks, controls, and communications
- Act as the single point of contact (SPOC) for governance-related activities across CECO
- Ensure alignment with GM IT Governance policies, including:
- Project and programme reporting
- Milestone tracking
- Stakeholder communication
- Advise stakeholders on governance policies and procedures
Financial Management & MI
- Oversee portfolio financials including budgeting, forecasting, and cost tracking
- Act as CECO budget SPOC across org structure and pillars
- Deliver insights through data analysis, dashboards, and reporting
- Ensure high-quality data management within Clarity (PPM tool)
- Support financial processes including:
- R&D cost tracking
- Accruals and invoicing
- Services bought/sold
- Offshore/nearshore cost validation
Tools & Reporting
- Develop and maintain MI dashboards and KPIs using:
- Excel (including advanced dashboards / VBA)
- Power BI
- PowerPoint
- Produce:
- Monthly executive summaries for senior leadership
- Weekly headcount and financial dashboards
- Portfolio-level risk and performance reporting
- Standardise reporting packs (e.g. steering committee materials)
- Ensure consistency across systems (e.g. Clarity vs Procurement tools)
Systems & Process Expertise
- Provide first-line support and guidance on:
- Clarity PPM (resource planning, project setup, tracking)
- Jira Align
- Promote a self-service MI culture via SharePoint-based dashboards
Project Delivery
- Act as PMO lead and SPOC on cross-functional initiatives, including:
- Nearshoring programmes
- Portfolio restructuring
- Application mapping initiatives
Key Skills & Experience
- Strong experience in Portfolio Management / PMO Leadership within financial services (ideally investment banking)
- Proven expertise in financial management within project / product environments
- Advanced knowledge of:
- Clarity PPM
- Jira Align
- Excel (advanced), Power BI, PowerPoint
- Experience supporting Agile at Scale frameworks
- Strong understanding of governance, reporting, and control frameworks
- Excellent stakeholder management across senior leadership
- Ability to translate data into clear strategic insights
Desirable
- Experience within Global Markets / IT COO / Transformation environments
- Background in large-scale enterprise portfolio management
- Exposure to offshoring/nearshoring financial models
