Principal Planning Officer

Job Type: 3-6 months contract
Hourly rate: £61 per hour Umbrella
About the Role
We are looking for an ambitious and experienced Principal Planner to join our dynamic planning team for a local authority in Berkshire. This is an exciting opportunity to play a key role in shaping major and strategic developments, delivering high-quality outcomes, and supporting the growth of our communities.
As a Principal Planner, you will lead on complex planning applications, appeals, and pre-application enquiries, acting as a key decision-maker and professional representative of the Council.
What You’ll Be Doing
- Manage and assess major and complex planning applications
- Lead on planning appeals, including hearings and public inquiries (as Council witness)
- Present applications and recommendations at Planning Committee
- Negotiate Section 106 agreements and oversee planning obligations
- Provide expert advice to developers, stakeholders, and colleagues
- Mentor and support junior staff and deputise for Team Leaders
- Prepare detailed reports, statements, and recommendations
- Ensure delivery of a high-quality, customer-focused planning service
What We’re Looking For
Essential:
- Degree in Town Planning (or equivalent)
- Membership of the Royal Town Planning Institute (RTPI)
- Minimum 5 years’ post-qualification experience
- Strong knowledge of planning legislation, policy, and case law
- Experience handling complex planning applications and appeals
- Excellent communication and report-writing skills
- Ability to manage competing priorities and deliver against targets
Desirable:
- Experience with complex inquiries and major appeals
- Knowledge of Community Infrastructure Levy (CIL)
- Experience supervising or mentoring staff
- Experience signing off delegated decisions
- Track record of innovation and service improvement
